Reading a medical bill: Argentina

Handout · moraph.org/commons/sessions/reach/reading-a-medical-bill

This sheet explains how to read and check a medical bill, invoice or charge, and where to get help where you live. It is general information, not medical, legal or financial advice.

Read it

  • Who it’s from, and the account or reference number.
  • The date and charge for each line.
  • What has already been paid, and what is still owed.
  • The due date and who to call.

Check it

  • Ask for an itemized bill with every line.
  • Compare it with any estimate, quote or insurer statement.
  • Look for repeated lines, things you didn’t have and wrong dates.

Question it

  • Call or write to the billing office about specific lines.
  • Note the date, the name of the person and what they said.
  • Ask for important answers in writing.

Before you pay

  • Ask about financial help, discounts and payment plans.
  • Check whether a public scheme or refund applies.
  • Be wary of anyone demanding payment by gift card or payment app.

In Argentina

  • Coseguros. Agentes del seguro de salud (registered health insurers, such as obras sociales) may charge a coseguro (copayment) for some services. Since June 2024 they set these amounts freely, though some consultations are exempt.
  • Hospital stays. Under the Programa Médico Obligatorio (PMO, the compulsory basic package), hospital stays (internación) are covered at 100%, and so are medicines for inpatients.
  • Emergencies. A prepaga must provide the emergency and urgent care you need, even when it is unclear whether your plan includes it.
  • Complaints to the regulator. If your obra social or prepaga won’t cover a service, you can file a free denuncia (complaint) with the Superintendencia de Servicios de Salud (SSS): online through Trámites a Distancia (TAD), in person with an appointment, or by post. Line: 0800-222 SALUD (72583).
  • Mediation. PROMESA is an optional mediation procedure for health disputes with obras sociales and prepagas, before going to court; the entity can’t refuse it. You need a lawyer and pay a fee set by the Ministerio de Justicia; people without enough means can ask for free legal help.
  • PAMI refunds. PAMI (INSSJP) may refund medical costs a member paid, after assessment. Apply within 180 days of the care, with an itemized invoice (factura discriminada) in the member’s name and the reason care was needed outside PAMI.
